CARB Certification Update

As with any new vehicle being titled for the first time, a Manufacturer's Certificate of Origin (MCO) or Manufacturer's Statement of Origin (MSO) will accompany the application for title and registration. Under Pennsylvania's Clean Vehicles Program, certain vehicles are required to comply with emissions standards established by the California Air Resources Board (CARB).

The Clean Vehicles Program applies only to vehicles meeting all three of these requirements:

If such a vehicle complies with the CARB standards, the MCO or MSO will have wording to indicate that the vehicle is certified as meeting CARB standards or is certified for sale in all 50 states. The exact wording on the MCO or MSO will vary from manufacturer to manufacturer.

Change in late fees

On August 1, 2004 the Alabama Department of Revenue changed the late penalty on vehicles that are not registered by the last day of the month. This fee has been raised to $15.00 from the previous amount of $10.00.

Vehicles are registered during the owners designated month which is based on the first letter of the last name of all owners. If the last day of the month happens to fall on the weekend, you are granted one additional day (the Monday following the weekend or, if that Monday is a holiday, the first normal business day after the holiday) to renew your registration.

In addition, the Alabama Department of Revenue also changed the grace period a person has to register or transfer a tag on a newly acquired vehicle. This period has increased from ten days to twenty and also went into effect August 1, 2004.

Every Alabama resident who operates any motor vehicle must have a valid driver's license. All applicants who have not been licensed in Alabama or whose Alabama license has been expired for over three years must pass the required driver's examination given by the Alabama Department of Public Safety. Application should be made in your county of residence. Study guides for the auto, motorcycle, commercial vehicle and boat driver's examination are available and can be picked up in person at any Calhoun County License Commissioner's Office or Alabama Department of Public Safety location.
